I have googled a bit because i feel i haven t seen many projects on here on mugs bottles with that finish and saw two tips.
I ve put decals on a couple of powder coated frames and they were just fine.
I can put on a coat of clear then the decals to make them stick better then a 2nd coat of clear over everything.
When it is heated it needs something to melt into like fabric.

You can use a heat press easypress or even a mini iron.
The decals will be painted in place and i ll have a glossy finish with a little added protection over the paint.
I never do vinyl projects but offered to cut and now apply a vinyl decal to one of the powder coated series yetis.
But if your cup is powder coated you never want to put it in an oven that you are going to use for food.
I certainly wouldn t try applying lacquer though.
