You can tile directly over asbestos with new tile including ceramic tile.

Once this is done you can now your laminate flooring over it.
The only minor difference in the installation would be ensuring the quarter round moulding is nailed directly into the wall and never into the floor so just be careful at that step.
That said it can be difficult to get a level surface for the new floor especially if the old tiles have chipped away.
But if they re stuck and flat i would just go right on top of them.
