For most gym flooring you need a hard level flat subsurface to lay it on.

By leaving a layer of carpet you make it that much harder to nail down the tack strips the long wooden strips around the perimeter with upward pointing spikes.
The anchoring nails on tack strips run about 3 4 inch long which is far too short to penetrate the old carpet plus a pad if the carpet has one and drive into the subfloor.
However some carpet tiles do come with attached padding and other features that make them appropriate for use over concrete or in children s play areas.
Eventually you will have to remove the tiles the base and everything else on top to get to the bottom layer and pry it out.
I also plan to use 1 5mm thin vinyl tiles underlayment on top of plywood layer so tiles can float properly.
The old carpet will continue to degrade underneath all that new flooring.
