I have applied latex kilz to our sub floor two times and the cats still go to the same spots as before.

Laminate flooring cannot ever be installed on a subfloor made of carpet or padding.
Unless the subfloor is seriously uneven and it can t be corrected reasonably by screwing it down into the floor joists the installer will likely just lay the hardwood over minor uneven subfloor.
